The
meeting was called to order at 7:00pm. Council President Nelson led in
the pledge of allegiance.
Present:
Cr. Kay Nelson, Cr. Becky Arnold, Cr. Michele Conditt, Cr. Brent Dodrill, Cr.
Norm Ernst, Cr. Richard Hartwig, CM Randy Ealy.
Absent: Mayor Bob Austin, CR Denise Carey.

AND COMMUNITY GROUP COMMENTS
Tom Nelson thanked the City
for its support of the Estacada Veteran’s Memorial Group. He asked if Public Works staff could get the depth
of the utilities located so that they could put in the infrastructure this
summer for lights and watering systems.
Matt Ellington, Clackamas
County Sheriff’s Office, gave the monthly public safety report, with data from
the month of April 2008. He stated there had been 13% less calls for service in
April than the previous month. The local
gang recruiter has been identified and put back in jail. Lt. Slaney is due back June 9th. Cr. Arnold asked about the alleged gun
‘menacing’. Mr. Ellington gave an
update. Cr. Conditt would like to see
these types of updates regarding activities at the schools put on their website.

Cr. Arnold moved to approve the consent
agenda. Cr. Dodrill seconded the motion. Cr. Hartwig
would like to separate the Intergovernmental Agreement regarding the Construction
Excise Tax from the consent agenda. Cr.
Dodrill amended the motion to approve the consent agenda without the Intergovernmental
Agreement. Cr. Conditt seconded the
motion. The motion passed unanimously.
Cr. Hartwig just doesn’t
feel the tax is right. Cr. Conditt moved
to approve the Intergovernmental Agreement with the Estacada School District - Construction
Excise Tax. Cr. Arnold seconded the
motion. Motion passed 5-1 (Hartwig)
DEPARTMENT
& COMMITTEE REPORTS
City Manager – CM Ealy
reviewed some brief budget considerations that staff is reviewing to present to
the Budget Committee.
COUNCIL
BUSINESS
Clackamas County Sheriff’s
Audit Report
– CM Ealy reviewed draft report included in packet.
Ordinance Series of 2008, No. 5 – An ordinance
amending and adding sections to Chapter 2.28 of the Estacada Municipal Code
relating to the Estacada Public Library and Library Board.
The council discussed the
ordinance. The Library Board would like
section 2.28.030 D. to read that the board would be able to review the
expenditures prior to disbursement.
Staff will make changes and bring back for adoption at the next meeting.

Cr. Arnold heard the Wade Creek Park
grand opening was a big success.
Cr. Ernst stated the
Timber Park has a new picnic shelter and they will soon be paving the parking
lot.
Cr. Hartwig
thanked Clackamas County Sheriff’s office for their hard work.
Cr. Nelson thanked
everyone for being patient during her first meeting sitting in for Mayor
Austin.
