The meeting was called to
order at 7:00pm. Mayor Austin led in the
pledge of allegiance.

Road Dedication – Avalon Heights Subdivision
Cr. Arnold moved to
approve the consent agenda. Cr. Nelson
seconded the motion. The motion passed
unanimously.

PRESENTATIONS
Youth Summer Recreation
Program –
Masami Yamamoto went over a summer recreation program that has been put
together through collaboration with the School District and Todos Juntos. A three page handout named all of the
activities and programming that Masami will oversee this summer. The program offers a place for youth,
particularly at risk youth, to participate in healthy and educational
activities- including food during the day.
The Council would like to contribute $1,000 toward the effort if there
is money available in the budget, such as the School District has done.
Officer Involved Shooting
Study – Clackamas
County District Attorney John Foote discussed the purpose of the study and how
it will clarify procedures followed in the rare circumstance that there is an
officer involved shooting. Sheriff
Roberts and Mr. Foote are sharing the study with all cities in Clackamas
County.
Cr. Nelson moved to
support the study. Cr. Arnold seconded
the motion. The motion passed unanimously.
DEPARTMENT
& COMMITTEE REPORTS
City Manager - CM Ealy
handed out his report covering top projects currently underway.
Mayor Austin shared
population estimates from the five county Portland metropolitan areas for the
next 50 years.

BUSINESS
Ordinance Series of 2008,
No. 005 – An ordinance amending and adding sections to Chapter 2.28 of the
Estacada Municipal Code relating to the Estacada Public Library and Library
Board.
CM Ealy reviewed the
mutually agreed upon edits to the city code as it relates to the Library
Code.
Cr. Conditt moved to adopt
Ordinance Series of 2008, No. 005 – An ordinance amending and adding sections
to Chapter 2.28 of the Estacada Municipal Code relating to the Estacada Public
Library and Library Board. Cr. Nelson
seconded the motion. The motion passed
unanimously.
Code Compliance Program – CM Ealy reported that
the estimate for code compliance contract services for two days per week is
$40,000 and it is currently not in the budget.
There is a 90 day severance clause.
CM Ealy recommended extending the contract due to the visible progress
and public feedback on the performance of the effort this past year. After Public Works Director Weinard has some
time to settle into his new responsibilities we can further evaluate the
contract. The Council asked the CM to
have the new compliance officer visit them individually prior to the budget
meeting so they can get a chance to interact with him first.
IGA – Estacada Urban
Renewal District – CM Ealy shared the approved draft of the IGA from legal counsel. The importance of this agreement is that it
is required by law that the local jurisdiction recognizes the Urban Renewal
Agency and endeavor to support the Agency.
Public Works Director Job
Description
– CM Ealy reported that intern Alan Headrick met individually with most of the
full-time city employees and evaluated their job descriptions for council
review later this summer. CM Ealy
clarified that it is the Council’s authority to amend city employee job
descriptions.

Gordon Wenz, 861 Darrow
Road, asked what the status is on the Bill Hilands property and that residents
would like to see the project completed and the half street improvement
completed.

REPORTS & COMMENTS
Mayor Austin asked the CM
to remind the CCSO to patrol “rolling stops” in intersections throughout town a
little more frequently.
Councilor Nelson suggested
additional crosswalks around the schools.
