The meeting was called to
order at 7:00pm. Mayor Austin led in the
pledge of allegiance.
Present: Cr. Becky Arnold, Cr. Michele Conditt, Cr.
Norm Ernst, Cr. Kay Nelson, Cr. Brent Dodrill, Mayor Bob Austin, CM Randy Ealy,
CR Denise Carey.

Permanent Right of Way Easement for Road Purposes – Robert
Taylor
Cr. Conditt moved to
approve the consent agenda. Cr. Nelson
seconded the motion. The motion passed
unanimously.
PUBLIC
HEARING – Annexation 2008 – 01 – Aaron Gant
Mayor
Austin opened the public hearing and asked the council if there was any exparte
contact or conflict of interest. There
was none.
Scott
Hoelscher, City Planner, reviewed the recommendation of approval with conditions
from the Planning Commission. Both the
annexation and zone change criteria in the application are consistent with the
comprehensive plan.
Mayor
Austin read the statement of evidence.
Aaron
Gant, applicant, answered questions from the council.
The
council discussed extending services to the area and the fact that the
developer may receive SDC credit if something is constructed that is part of a
master plan. Cr. Dodrill asked what
happens when everyone begins to develop the land that has been annexed and
capacity becomes an issue. CM Ealy
stated it is the Council’s responsibility to approve capacity increasing
projects to keep ahead of development.
Mayor
Austin asked if there was anyone wanting to talk in favor of, against, or
neutral to the application.
Alan
Rademacher spoke as neutral to the application.
He stated that there is a junk yard across Coupland Road from the
annexation that is constantly violating county codes. He feels a development across the street may
be beneficial but also warned the city that there could be problems if the
violations continue.
Being
no further public input, Mayor Austin closed the public hearing.
Cr.
Arnold moved to approve the recommendation from the Planning Commission to
approve the annexation and zone change with conditions. Cr Dodrill seconded the motion. The motion passed unanimously.
Resolution
2008 – 016 – A resolution of the City of Estacada, Oregon calling a measure
election to submit to the electors of the City the question of annexation of
25.58 acres into the city limits.
Cr.
Arnold moved to adopt Resolution 2008 – 016 – A resolution of the City of

DEPARTMENT
& COMMITTEE REPORTS
CM Ealy stated that Y
& E Market will be making an offer for the purchase of the Wade Street
property that will be reviewed by the Parks & Recreation Commission and
then forwarded to the Council. Funding
is not available at this time and the city would have to look at a 4-5 year
contract to purchase the property. The owners
are anxious to get the property back on the market if the city is not going to
buy it. The Council felt that maybe they
should put it back on the market and see what happens.
CM stated that there will
be a presentation regarding the Hwy 224 project at the next council
meeting. There will also be a public
meeting regarding the project on September 17th at 6:00pm.
Mayor Austin informed the
council on meetings he has attended.
COUNCIL
BUSINESS
2008 LOC Conference – CM asked the councilors
to submit their registration forms to City Hall for payment if they plan to
attend. Rooms have not been reserved so
if you want one contact the office.
Water/Wastewater Plant
Tours – All
councilors felt the tour was very informative.
They commended Lead Plant Operator Dave Stone for his work and are
excited about the projects he has going.

Cr. Nelson invited
everyone to the groundbreaking for the Veteran’s Memorial on Wednesday, August
27th at 7:00am.
