Austin opened the workshop at 6:00pm.

Absent: Cr. Richard Hartwig.
DISCUSSION ITEMS WITH CITY MANAGER
School
Resource Officer. CM Ealy reported that his proposed budget
will include $35,000 to assist in the funding for a SRO. Ealy also reported that the Estacada School
District is contributing $35,000 in their proposed budget. The CCSO has yet to indicate whether they
will provide the additional $35,000 and produce the Deputy.
Solid
Waste Franchises. The draft franchise agreements with the two
haulers are ready for adoption. The last
piece of information is the proposed rate schedules for both haulers, to be
discussed during the May and June Council meetings.
Comprehensive Plan Grants. Ealy briefed the Council on the two grants
that were recently received for the City to study both industrial and
commercial land needs.
FY 2008-09 City Budget. Ealy reported that the proposed budget was
being put together and the Street Fund appears to be in the most
dire condition. Roughly one
employee (1.5 FTE) is assigned to take care of approximately 15 miles of city
streets with income that is about half as much as current Fund expenses. There is no contingency in the Fund and it
relies on a General Fund transfer every year to balance.
FY 2008-09 Urban Renewal District Budget. Ealy reported that the impact to the City’s
General Fund this coming year looks minimal, roughly $1,500. As well, the total increment for the first
year is estimated at around $35,000 for the entire District. The Budget Committee will consider the UR
budget at their second meeting (late May).
Fire
District IGA. Ealy reported on an offer from a third party
to help negotiate the land acquisition for the City and the property
owner.
Wade Creek Park Phase 1 and 2 Proposals. Ealy reported on the growing community
support for acquiring the Y&E market property, and that it could also be
used for a larger skate park project.
The city’s Parks and Recreation Commissioners also support this project.
Public Works and Plant Staffing. Ealy reported that the city has lost six
employees in the past year to higher paying jobs in the Portland metropolitan
area. Plans to hire a Public Works
Director by July 1, 2008 are underway.
